POLITICAL SCIENCE :    PAPER - II

Time Allowed: 3 Hours     Full Marks: 200

If the questions attempted are in excess of the prescribed no only the questions attempted first up to the prescribed number shall be valued and the remaining ones as ignored.

Answers may be written either in English or in Bengali or in Nepali but all answers must be in one and the same language.

Answer Question No. 1 (Within 300-400 Words) and any two from the rest (Within 1200-1500 Words)

(a) How would you differentiate Public Administration from that of Private Administration ?

(b) Identify the basic principles of administration as specified by Henry Fayol.

(c) Point out the salient features of POSDCORB view of public administration.

(d) Briefly state the major decisions reached in Hawthorn Plant experiment by Elton Mayo.

(e) Distinguish between the concepts of decentralization and delegation in public administration.

(f) What do you mean by 'development administration' ?  State in brief.

(g) What role Civil Society plays in good governance ? Comment.

2. Critically evaluate Prismatic Sale Model of Fred Riggs in Comparative Public Administration.       30

3. Examine the Scientific Management Theory in the study of Public Administration.     30

4. Discuss in brief the continuity and change in Indian Administration.     30

5. Explicate the nature and trends of Judicial Activism in India.       30

(b) Do you think that Collective Security measure  is essential for keeping peace and security in Post-Cold War period ?  Argue.

(d) What are the basic determinants of foreign policy in International Relations ?  Briefly state.

(e) What are the reasons for the rise and development of detente in international politics ? Specify in brief.

(f) Do you think that there are few exceptions to the specific principles of United Nations as specified in Article 2 of UN Charter ?  Comment.

(g) Briefly state different methods or techniques of neocolonialism in third World countries.

7. Critically examine the effects of globalisation in international relations.     30

8. Discuss in brief the impact of terrorism in international relations. What means do you suggest to combat terriorism ?  Explain.      20+10

9. Explain the nature and trends of Non-aligned Movement. Is it relevant in contemporary world ?  Comment.     20+10

10. Examine the activities of SAARC in promoting regional co-operation.      30
