                                         POLITICAL SCIENCE PAPER - I

 

  Time Allowed : 3 Hours                                                                               Full Marks .100

 

      if the questions attempted are in excess of the prescribed number, only the questions attempted first up to the prescribed number shall be valued and the remaining ones ignored.

      Answers may be written either in English or in Bengali but all answers must be in one and the same language.

1.  Do you think that the state should be treated as a 'social contract' between state and citizens ?   Give reasons for your answer.       20

 

2.  The state is  'march of God on earth' (Hyel); the state will 'wither away' (Marx).  Give your views on the modern state in the light of the two contradictory statements above.     15

 

3.  'Rousseau's well-intentioned concept of the 'General Will' has the dangerous potential of turning into ruthless dictatorship.  Comment.    15

 

4.  Terrorism is a threat to democracy, to all open societies. State your opinion.    15

 

5.   Capitalism has proved superior to socialism in practice. Do you agree ? Give your reasons.    15

6.  Does India, 'a quasi-federal' state, need to have a strong centre ?   Give reasons for your arguments.    20

 

7.   What were the reasons for making the 'Directive Principles of State Policy' in the Indian constitution 'non-justiciable" ?    Explain.    15

 

8.  The judiciary in India sometimes interferes with the functioning of the executive. Do you think that such alleged 'judicial over-reach' should be curbed ?   State your reasons.     15

 

9.   How is the President elected in India ?     15

 

10.  What measures would you suggest to rid India's bureaucracy of corruption ?    Explain fully.     15
