3.  Analyse the changing role of the district Magistrate with the emergence of the Panchayati Raj bodies in rural India.      15

 

4.  What kind of training is available for the All-India service holders ?    Do you think that the present pattern of training should be changed ?    If so, on what grounds should they be changed ?      7+1=7

 

5.  Critically discuss Herbert Simon's theory of Behaviour Alternative Model.    15

9.   Examine the weaknesses of Panchayati Raj.  How far has the 73rd Amendment been successful in overcoming these weaknesses.     8+7

 

10.   Define Regionalism. What ate the curses behind the growth of regionalism in Contemporary India ?
