W.B.C.S. (EXECUTIVE) EXAMINATION - 2017   [Optional Paper]

POLITICAL SCIENCE       PAPER - II

Time Allowed: 3 Hours      Full Marks : 200

If the questions attempted are in excess of the prescribed no only the questions attempted first up to the prescribed number shall be valued and the remaining ones as ignored.

Answers may be written either in English or in Bengali or in Nepali but all answers must be in one and the same language.

GROUP - A

Answer Question No. 1 and any two from the rest :-

1. Answer any five from the rest :-

(a) Examine the main priciples of the Classical Organization theory.

(b) What is the relation between politics and administration ?

(c) Do you think that weber's model of bureaucracy is suitable for a developing country ? Give your arguments fully.

(d) Describe the different forms of organization and control of public sector enterprises in India.

(e) Do you think that the distinction between private and public sectors is more verbal and theoretical than real in the present context all over the world ?  Argue your case fully.

(f) Describe the composition and functions of the Public Accounts Committee in the Indian Parliament.

(g) Examine the role and functions of the BDO with reference to his relations with the panchayat system.     8x5

2. Examine the main features of the Prismatic-Sala Model of Riggs.    30

3. Give in details the various acts and rules enacted at the Union Level to make Indian administration more dynamic, responsive, transparent and people-centric.  30

4. What arguments were originally put forward at the official and formal level in support of All-India Services when two of the top services were retained under changed nomenclature in the constitution of India ?  Are they Still relevant ?       30

(e) What is the role of India in the U. N. Peace-Keeping force.

(f) What are the causes of the collapse of communism in the Eastern Europe ?   8x5

6. Discuss critically the nature and objectives of the Non-Aligned Movement.       30

7. How did Indian Foreign Policy make a transition from 'Look East' to 'Act East' ?   30

8. What is the nature of the problems of the South China Sea and how is India involve there ?      30
