1. Do you think that the state should be treated as a 'social contract' between state and citizens ? Give reasons for your answer. 20
2. The state is 'march of God on earth' (Hyel); the state will 'wither away' (Marx). Give your views on the modern state in the light of the two contradictory statements above. 15
3. 'Rousseau's well-intentioned concept of the 'General Will' has the dangerous potential of turning into ruthless dictatorship. Comment. 15
